Grey District Council have teamed up with Qualify365 to develop a new streamlined pre-qualification process for health and safety.
The Tōtika Pre-qualification Standard system is used by many councils throughout New Zealand to pre-qualify contractors. This process will ensure councils are using contractors who operate with effective health and safety management systems and are holding current and relevant insurances.
This system is a nationally recognised health and safety pre-qualification scheme and will help us meet our responsibilities to ensure that contractors, working for or on council assets and/or supplying services, have effective health and safety management systems to prevent harm to people and the environment or damage to property.
Benefits to Council
This new approach to contractor management will introduce a consistent and aligned model, so Grey District Council as a PCBU has assurance that our contractors are aligned in respect to obligations and responsibilities under the Health and Safety at Work Act 2015. Specifically, Grey District Council needs to understand the health and safety profile of all contractors in order to:
- improve safety in our worksites and reduce harm
- measure improvement over time
- enable effective reporting
- support more effective identification, assessment, analysis and management of hazards/risks
- understand more about the incidents/events that occur whilst undertaking Grey District Council works
- have visibility and assurance that required processes for contractors undertaking work at and for Grey District Council are in place and effective
Contractor prequalification and safety maturity data will be housed in a ‘data lake’, with aggregated data and insights from all contractors used to monitor progress and provide input for Grey District Council, working in partnership with our contractors, to improve safety performance and outcomes.
Benefits to Contractors
- Tōtika is like a warrant of fitness for contractors – allowing you to show your clients that you're up to health and safety standard, and can fulfil mandatory requirements for RFP, tender submissions and/or procurement.
- Improved relationships between contractors and councils
- Application of the Health & Safety at Work Act 2015
- One assessment process and prequal certification for use with multiple clients.
- 72hr turnaround, with no premium fees charged for fast service.
- Up to 3 chances to improve your grading score at no extra charge.
- Increase rate of pre-qualification success with feedback from our industry qualified health and safety practitioners.
This process requires contractors and sub-contractors who carry out services for (participating) councils, to apply to become pre-qualified every two years, with insurance renewals conducted annually. Should these expire in the system, Councils will not allow you to carry out work for them until renewals are received.
