Working on Roads
Corridor Access Requests (CARs) and Traffic Management Plans (TMPs) are the permits required to ensure that activities carried out on the road corridor are as safe as possible for everyone, from contractors, to motorists, pedestrians and cyclists.
Corridor Access Requests
Currently, a CAR is only required in the Grey District where the activity is proposing to break ground in the road corridor or has the risk of causing damage to the road corridor.
The National Code of Practice for Utility Operators’ Access to the Transport Corridors is the standard for working in the road and the CAR process.

Traffic Management Plans
A TMP is required for all activities that vary the normal operating conditions of a road, irrespective of where the activity is - on a carriageway, on a footpath or a road shoulder. A TMP may also be needed for activities outside the road reserve if the normal operating conditions of the road are affected.
TMPs must be designed by a suitably qualified person and must meet the minimum standards outlined in the Code of Practice for Temporary Traffic Management (the CoPTTM).

Road closures for road works
Application review
The Council Traffic Management Coordinator (TMC) will review your application and make a decision.
Once the decision is made the Traffic Management Coordinator will process your Traffic Management Plan and notify you via council infrastructure team.
If the application is rejected, the Traffic Management Coordinator will provide information on the reasons for the decision.
If the application is approved the TMC will provide
- Your approved temporary road closure application form.
- Your approved temporary traffic management plan.
- Information on any additional requirements or conditions relating to the approval.
Advertise the road closure
If your application is approved, the road closure must be advertised for public awareness and to allow feedback before the closure.
For Road Works – Notifications may require 5 days prior to the closure. The pre-warning signage and a letter drop to be undertaken prior to works commencing.
For Events: 42 days before holding an event by advertisement in the appropriate daily newspaper.
We will advertise the road closure through our website . Council will arrange the paper advertising on the behalf of contractor and the cost incurred will be charged back to the contractor.
Contractor must organise for delivery of notification letter to affected properties, and the contractor must install the onsite pre-closure signage as specified in your approved temporary traffic management plan.
Road Closure
On the scheduled day of the activity, the road(s) can be closed using the methods described in your approved temporary traffic management plan. You can only close the road(s) specified in your approved application form and traffic management plan for the dates and times specified.
Upon completion of the activity, all signage must be removed in accordance with your approved traffic management plan.
