Class 4 Gaming Venues Policy Review

What is being proposed?

Grey District Council has in place the Class 4 Gaming Venues Policy. This policy was first adopted by Council in June 2010 and amended in December 2014. The purpose of the policy is to regulate the number and location of venues and gaming machines per venue.

The policy requires that there be no more than 18 venues and no more than 130 machines in the Grey District. As per the Gambling Act 2003, new venues, excluding relocations, shall be allowed a maximum of nine gaming machines. Existing venues with licences issued after 17 October 2001 and operating fewer than nine gaming machines shall be allowed to increase the number of machines operated at the venue to nine.

Council is not proposing to make any changes to the existing policy. A copy of the current policy is available separately and can be downloaded below.

Why is this being proposed?

Under the Gambling Act 2003 Council has to review this policy every three years. The policy is now due for a review.

It is noted that Council does not think the continuation of the policy in its current form will have any significant impact on the community.

What are the options?

As Council must have a Class 4 Gaming Venues Policy in place under the Gambling Act 2003, there is only one practicable option, namely that Council consults on the reviewed Class 4 Gaming Venues Policy.

Council is not proposing any changes and will consider any submissions received via the public consultation process prior to the final policy being adopted.

  • It complies with the requirements of the Gambling Act 2003.
  • It confirms Council’s strong commitment to address an issue which is important to the community.
  • It reduces the potential for harm associated with gambling.
  • It fits with Council’s vision of making the Grey District a progressive, sustainable area where people want to live, work, play and invest in.
  • Residents and stakeholders will have the opportunity to share their views through consultation.
  • The policy provides an appropriate balance between regulatory controls and the rights of residents/visitors to enjoy partake in such activities.
  • There could be a desire within the community for changes to the number of venues and total number of machines allowed.

Enforcement is carried out by the Department of Internal Affairs.

You are welcome to address Council in person on your submission – if you wish to do this, please clearly indicate this in your submission. Council will hear and consider submissions at a meeting after the close-off date (this will likely be the ordinary meeting of Council in July).

Every submission made to the Council will be acknowledged in accordance with the Local Government Act 2002, copied and made available to the public.
