The amount to be collected from residential Zone 1 properties for the aerodrome is $8,458.02 ($24,516.00*0.345)
The total land value of the properties within this zone and Category is $541,443,000. To get the portion of the differential rate for the aerodrome, we then divide the total required by the total land value for that area which is $0.0000156 (8,458.02/541,443,000). This number is then multiplied by each individual properties land value in the rating zone to calculate their general rate based on land value. For example a residential Zone One property with a land value of $250,000 would pay $3.91 excl GST (2500000*0.0000156) for the aerodrome via the General Rate.
Council is required by legislation to contract an independent rating valuation of all properties in our district every three years. Quotable Value (QV) are our contracted valuers. Total revenue required is not directly affected by the change in valuation. The valuation however does affect the spread of the revenue collection. The valuation can affect the rating impact to a property by a larger or smaller amount than others when their valuation movement has been larger or smaller than the average valuation movement within their individual rating Zone and Class. An example this year is Moana. Moana is included in rating Zone Three which is in the same rating zone as Nelson Creek, Ahaura and Ngahere. Due to the volume of higher value sales in the Moana area, the land value on average in Moana went up significantly compared to the other towns included in the same rating zone such as Ngahere. This has meant that the total costs allocated to Residential Zone Three based on Land value has generated a larger increase in Moana than in Ngahere. For example a property in Red Jacks Road Land Value increased from $36,000 to $55,000 - this made for a general rate increase for this property increase of $0.99 (from $180.83 in 2024/2025 to $181.52 in 2025/2026), whereas a Property in Koe Street Moana’s land value increased from $350,000 to $640,000 and correspondingly their general rate increase by $354.10 from $1,758.09 in 2024/2025 to $2,112.19 in 2025/2026.
