Community-Led Vibrancy Fund

• All applications must be submitted on the Grey District Community-Led Vibrancy Fund application form or online.
• Funding will only be provided for projects that are held within the Grey District. Projects and events must be delivered by community-led volunteer groups, take place on Grey District places or in public spaces, or involve district-wide or community-wide events, where these activities replace, supplement, or extend work that Council would otherwise need to undertake for the benefit of the wider community.

Priority will be given to projects that:

• Directly complement, extend, or add value to Council-led or Council-aligned revitalisation initiatives and community-wide events; and
• Contribute to the maintenance, activation, or enhancement of community or public spaces and places where these costs would otherwise sit with Council.
• Eligible costs include those associated with the upkeep, activation, or operation of community spaces and places. and deliver clear district-wide benefit.
• Applications must demonstrate strong alignment with Council’s vision for the Grey District to be a Thriving, Connected and Resilient community.
• Most grants will be under $5000.
• Applications must include your organisation’s financial report.
• Projects must be coordinated by established community groups, clubs, or associations.

Is the application from a community-led volunteer group delivering work that would otherwise be the responsibility of Council?

Does the project or event:

• Improve, maintain, activate, or enhance a community space that Council would otherwise be required to resource, or
• Deliver a community or district-wide event that Council would otherwise need to organise or support?
• Will this help bring new life to our communities and enhance community wellbeing?
• Will this grow community ownership of our places through the contribution of volunteers?
• Will this strengthen the relationship between Council and the community?
• Applications must show alignment with the Council’s vision for the district to Thriving, Connected and Resilient community.
• Has the organisation received, or have they applied, for funds from other organisations for the same project? If so, how much?
• What other bodies are there to specifically cater for funding this project? e.g. Creative New Zealand, Lottery Grants Commission, COGS, Ministry of Social Development funding, Ministry of Education, heritage organisations, Health NZ, Department of Conservation?
• How much of their own funds does the organisation have to put towards, this request/project?
• Is the organisation a non-profit body and able to accurately account for any funds granted?
• Has the organisation supplied all information on the application form, including a set of accounts?
• The application will be considered by the full Grey District Council.
• Day-to-day operational costs necessary for delivering community services and maintaining community facilities will be considered. This may include administration, utilities, rates, insurance, wages, and other essential running costs directly related to operating a community space or service.

1. Gambling or prize money, royalties, awards, judges’ fees for competitions, the cost of running a fundraising activity, debt, or interest on debt.
2. Activities or groups whose purpose is primarily the responsibility of central government, and government departments based on the West Coast.
3. Activities or initiatives where the primary purpose is to promote religious ministry, political objectives, and commercial or profit-oriented interests.
4. Money which will be re-distributed as grant funding, sponsorship, donations, bequests, aid funding or aid to other recipients.
5. Salary, wages or employment costs.

1. Retrospective costs or project or purchase costs incurred or settled before the agreed commencement date of the funding agreement.
2. Wages for trustees.
3. Purchase of land and buildings.
4. Purchase of vehicles and any related ongoing maintenance repair, overhead costs or road user charges.
5. Air travel, accommodation hotel or motel expenses, unless to bring in expert help or expertise.
